Chateau Elan Services Management, LLC (CESM), formerly known as Courtesy Patrol, was established in 2019. CESM entered into a Cost Share Agreement and an Operating Agreement with all five Homeowners’ Association (HOA) Boards. CESM operates as a not-for-profit limited liability company (LLC).

Currently, Fountainhead Residential Development manages CESM, with Gwen Gibson overseeing day-to-day operations as the managing agent. CESM was formed to provide essential services within the Chateau Elan community.  The services primarily encompass the operation of entry gates, visitor management and related software, remote access for residents, new homeowner orientation, and the engagement of a third-party security company.

Each HOA contributes to CESM based on the number of homes within their respective communities. These contributions fund management and guardhouse staff salaries, the rental of the patrol vehicle, the rental of the guardhouse from Woodlands HOA, office space rental from Fountainhead, repairs to the Thompson Mill and North Gate gates, utilities and repairs related to the guardhouse, visitor management software and camera licensing subscriptions, general liability and cyber insurance, legal fees, and playground maintenance.

CESM is also responsible for enforcing and collecting fines associated with the Rules and Regulations established by the representatives of each HOA, known as the CESM Committee. A copy of these rules can be found HERE. These rules apply to all homeowners and residents of Chateau Elan Estates, in addition to the Covenants, Conditions, and Restrictions of the individual HOAs.
