General Community FAQ
CESM (Chateau Elan Services Management) is a non-profit LLC established to manage homeowner services for all of Chateau Elan. CESM is funded by the homeowners’ associations (HOAs) within the community. The HOAs are the members of CESM, not the individual homeowners. The CESM Committee consists of representatives from each HOA.
CESM is managed by Fountainhead Residential Development, LLC. Gwen Gibson serves as the Managing Agent, overseeing daily operations. For any CESM-related questions or concerns, homeowners can reach out to Gwen or their HOA representative on the CESM Committee. Fountainhead Residential Development does not profit from CESM.
CESM provides essential services to the Chateau Elan community, including:
- Operating entry gates
- Managing visitor access and related software
- Providing remote access for residents
- Conducting new homeowner orientations
- Coordinating with a third-party security company
- Enforcement of CESM Rules and Regulations
- Collection of Fines
Homeowners are not direct members of CESM. However, they can submit questions or suggestions through their HOA’s CESM Committee representative for consideration.

No, speeding fines are intended to enforce speed limits and ensure safety, not as a revenue source. The money collected from speeding fines is reinvested into the community to help offset the per home contribution paid by the HOAs.
Yes. Chateau Elan’s roads are private, and all homeowners must comply with the posted speed limit of 25 mph. Speeds of over 70 mph have been recorded. To deter speeding, we have installed Traffic Hawks (3), speed limit signs, speed tables, and electronic speed signs.
Homeowners are responsible for their visitors. Speeding citations will be issued only for personal guests, not vendors or delivery services.
If a guest or vendor damages a gate, the homeowner will be cited. CESM will attempt to collect payment from the guest if the homeowner provides their contact information promptly. Ultimately, the homeowner is responsible for paying the fine.
No, guest violations do not count toward the annual three-strike rule for speeding.
The three-strike rule means that if a vehicle registered to a homeowner account receives three speeding citations within a calendar year, the household will face a 30-day suspension of RFID access. Any additional speeding tickets for the same household, within the same year, will lead to another 30-day suspension.
Builders are held responsible for the conduct of their subcontractors, including speeding violations.
Speeding citations are issued when a vehicle is caught driving 35 mph or faster (9 mph over the speed limit). See the Rules and Regulations for a detailed breakdown of speeding fines.
Legends Club Members are fined for speeding the same way homeowners are. Citations are mailed directly to the Member. Employees of Legends Club, Chateau Elan Realty, CE Resort, Chateau Elan Golf Club, and AJGA are also subject to speeding fines.
The fines for hitting a gate are forwarded to the impacted HOA.
Homeowners must maintain an updated list of their vehicles with CESM. You cannot make changes to your vehicles or RFID information through Tekwave. If you transfer your RFID to another vehicle, you must immediately update the vehicle information with CESM. If your RFID is found on a vehicle not registered with CESM, you may be issued a citation, and it will not be rescinded.
Note: In the past, “black bar transponders” were sold to residents for use on a dedicated vehicle. These transponders must still be used as described above.
